摘要:
基于多源流理论分析框架,从问题源流、政策源流和政治源流“三流合一”的视角,诠释高职百万扩招的制度逻辑,明确高职扩招政策的价值导向。从政府和高职院校不同主体价值诉求的视角,分析了利益相关者对高职百万扩招政策的制度博弈,明确了高职百万扩招政策实施所面临的实际困境。高职百万扩招的政策意蕴将对高职教育的发展带来革命性的影响,将引起高职教育范式的变革,决定着未来高职教育的改革路径与发展走向。
Abstract:
Based on the framework of multi-source theory, from the perspective of "three streams in one" of problem source, policy source and political source, this paper interprets the institutional logic of million enrollment expansion in higher vocational colleges, and clarifies the value orientation of enrollment expansion policy in higher vocational colleges. From the perspective of the value of different subjects of government and higher vocational colleges, it analyses the institutional game of stakeholders on the policy of expanding the enrollment of millions of higher vocational colleges, and clarifies the practical difficulties faced by the implementation of the policy of expanding the enrollment of such colleges. The policy implication of enrollment expansion in higher vocational colleges will bring revolutionary influence on the development of higher vocational education, cause the transformation of higher vocational education paradigm, and determine the reform path and development trend of higher vocational education in the future.
